Sighting- small scruffy tan dog (unable to get photo) but ran across street into neighborhood. I tried to catch but dog was so scared/ tail tucked between legs, was so scared it started to urinate and ran. It was so scared ‘ very matted. Looks like been out for awhile and not taken care of. I was driving and could not get a picture. It was a tall, black dog with a red collar. It has white markings. It is extremely skinny.
