Severely malnourished golden retriever sitting next to a vehicle. On south side Indy at capital place apartments near the back looks to be trying to find its owner , whining and laying down. Looks to be between 5 or 7 months old I was driving through and I almost hit the poor puppy. He’s now going towards the middle of the place
