Sweet white dog seen walking off leash by itself this morning at 6 am near 49th and Capitol. It looked like its leash or tether had broken and was hanging from its collar. It stopped to listen to me and seems very friendly, but wouldn’t come near and began running when I tried to approach. It is limping badly. It stayed near the area as I drove north.
